Weapons can have up to 3 mods on them - a prefix mod, a suffix mod, and an inscription.
Prefix mods are things like Fiery, Sundering, etc., that come before the name of the weapon (thus being a 'prefix'). For example a Fiery Short Sword.
Suffix mods are things like Fortitude, Enchanting, etc., that come after the name of the weapon and usually include the word "of". For example a Short Sword of Fortitude.

Before Nightfall and EotN, weapons also had an "inherent mod" built into them, such as "Damage +15% while health is above 50%" (15^50) or "Energy +5", etc. With Nightfall, they introduced the idea of "Inscriptions" which made the inherent mods replaceable too. So, you can get, for example, a 15^50 inscription. However, you can't put an inscription on weapons that don't have an inscription slot.

Weapons dropped or found in chests in the earlier parts of the game (Prophecies & Factions) still can't use inscriptions. And, there are weapons which drop in later areas that don't have inscription slots. Basically, if the description of the weapon does not include the word "Inscription:" it is "non-inscribable" - if it does, it is "Inscribable"

thanks for the answers, but why then are non inscripable weapons worth more than inscripable if you can put whatever you want on the latter?

Someone told me for example...a fellblade non inscrip is worth alot more than one thats inscripable which i dont get =s

They are more expensive from a collector's stand point rather then for their functionality. Since you can't change the mods on non-inscribable weapons, ones that are found perfect are far rarer.
